Hi AP,
Does your SAP landscape seperate the NW Gateway server and backend (R3) system? If yes, these IWFND configuration should be done on NW Gateway server not backend (R3)
if your SAP landscape is Embedded deployment (GW and Backend on the same server), Check if software component SAP_GWFND 740 has installed on the system (SAP Netweaver 7.40 and higher) or software component IW_FND has installed on the system (SAP Netweaver 7.3 or lower)
Check the tcode with SM01 ensure that tcode doesn't in locked status. Did you see any tcode /IWFND/* in a system?
